    Urban Sprawl and the Finances of State and Local Governments

    Concern over the rate of spatial growth of urban areas has become a significant national political issue and a major development issue in many urban areas. An often cited statistic, typically presented as evidence of sprawl, is that between 1960 and 1990 the urban population in the United States increased by 50 percent while the amount of developed land more than doubled (Benefield et al., 1999).While much has been written about the causes and consequences of sprawl, little attention has been paid to the implications of sprawl for the finances of state and local government. There are at least two possible channels for sprawl to affect the finances of state and local governments. First, if the causes of sprawl include market failures or government policies, there may be a role for governmental corrective action. Second, sprawl may affect the costs of and revenue sources for the public provision of goods and services. This paper considers the potential effects that sprawl might have on the finances of state and local governments and the possible policies that might be adopted to address the causes and consequences of sprawl

    Recommendation for a Medical System Concept of Operations for Gateway Missions

    NASAs exploration missions to cis-lunar space will establish a permanent gateway to future transport missions to Mars. These missions mandate a significant paradigm change for mission planning, spacecraft design, human systems integration, and in-flight medical care due to constraints on mass, volume, power, resupply, and medical evacuation capability. These constraints require medical system development to be tightly integrated with mission and habitat design to provide a sufficient medical infrastructure and enable mission success. This concept of operations provides a vision of medical care needs that will be used to guide the development of a medical system for the cis-lunar Gateway Habitat. This medical system will serve as the precursor to what is implemented in future exploration missions to Mars. This concept of operations documents an overview of the stakeholder needs and system goals of a medical system and provides examples of the types of activities for which the system will be used during the mission. This concept of operations informs the ExMC systems engineering effort to define the Gateway Habitat Medical System by documenting the medical activities and capabilities relevant to Gateway missions, as identified by the ExMC clinician community. In addition, this concept of operations will inform the subsequent systems engineering process of developing technical requirements, system architectures, interfaces, and verification and validation approaches for the medical system.     Iron substitution in NdCoAsO: crystal structure and magnetic phase diagram

    The effects of replacing small amounts of Co with Fe in NdCoAsO are reported. Polycrystalline materials with compositions NdCo1-xFexAsO (x = 0.05, 0.10, 0.15, and 0.20) are studied and the results compared to previous reports for NdCoAsO. Rietveld analysis of powder x-ray diffraction data shows that as Fe replaces Co on the transition metal (T) site, the T-As distance increases, and the As tetrahedra surrounding the T-site become more regular. Electrical resistivity and magnetization measurements indicate that the three magnetic phase transitions in NdCoAsO are suppressed as Co is replaced by Fe, and these transitions are not observed above 1.8 K for x = 0.20. Based on these results, the magnetic phase diagram for the Co-rich side of the NdCoAsO-NdFeAsO system is constructed.Comment: Accepted for publication in Physical Review B, revised text and figures, 5 pages, 5 figure

    Adolescent Expressive Reluctance Exacerbates Risk for Substance Use Following Daily Hassles

    Previous research has established a link between adolescent’s perceived daily hassles and subsequent adjustment, but less is known about factors that exacerbate this relationship. The purpose of the present study was to identify if adolescent’s reluctance to express emotions moderated the association between their perceived daily hassles and subsequent substance use (i.e., alcohol, marijuana, tobacco). Cross-sectional data were obtained from a larger study that examined the effects of exposure to community violence among low-income, urban adolescents (N = 260, Mage = 14.14, SD = 1.62 years; 92% African American; 54% female). Linear regression analyses controlling for adolescent age, biological sex, and previous levels of drug use and daily hassles revealed that expressive reluctance moderated the association between perceived daily hassles and adolescent substance use. Specifically, for adolescents who were least likely to express their emotions, increases in perceived daily hassles were associated with significant increases in substance use. Further examination of domain-specific hassles revealed that expressive reluctance moderated the effects of academic, parental, and general neighborhood hassles on drug use, while no significant effects were detected for hassles related to friends or neighborhood danger. The present findings clarify which perceived daily hassles adversely affect adolescents, and how emotional expression can play an integral role in determining risk for poor coping behaviors.https://scholarscompass.vcu.edu/uresposters/1280/thumbnail.jp
